The author of the thesis in question is a graduate of the School of Constables and Officers of the Hellenic Police, with fifteen years of experience in the faithful application of the Law, serving in a staff-administrative position of the Police Department), a key position that is called upon by the active Police to constantly apply the legislation on the welfare and protection of animals and to maintain the balance between humans and them, ensuring their harmonious coexistence. First, reference will be made to the central doctrine of eugenics, the "five freedoms" that govern animals, but also to the ethical development of animal eugenics, starting from the post-medieval era to the present day, and a brief analysis will be given of what tools can be used by humans to measure the level of animal welfare. However, the ethical implications of the issue under investigation will be analyzed, how humans should treat animals, whether they are considered moral beings in modern times, and whether it is morally right to keep pets bound to their owner, but also whether the concept of "owner" is a morally sound concept. In addition, the professional ethics of public law principles towards companion animals and how this affects the practical application of existing legislation will be cited. In short, an attempt will be made to differentiate the perception of the issue under investigation in the eyes of the reader, through empathy and the challenges accepted by the actors involved in their efforts to maintain the values ​​and rights of animals at a decent level. n addition, legal issues on the subject under investigation will be analyzed. The European regime will be examined as well as the domestic one for the protection of the fundamental rights of animals and their well-being. The purpose of the EU will be mentioned. for animal welfare and whether its final objective has been achieved, which is an integral principle of its statute. The Greek legislative gaps that exist until today will be examined, as well as the efforts made by politicians and other bodies to eliminate them. Subsequently, special emphasis will be placed on the coexistence of the police as a defender of the law with animals, and more specifically with one of the most important tools it has in its quiver, police dogs. There will be a historical review of the first appearance of the dog in human life, as well as when man decided to include it in his life and harmonize with it, and then the first contact between police authorities and police dogs. The use of the police dog and the purpose of its cooperation with the police authorities will be analyzed, the selection criteria for each dog to achieve the intended purpose, but also the criteria that each companion dog trainer must meet. The peculiarity - physiology of the dog will be examined and the process by which an unskilled dog is trained and eventually transformed into a police "weapon" that will be a cornerstone in the fight against crime. Another sensitive chapter that will be given attention is the health of the dogs and the diseases and parasites from which they are at risk. More specifically, its physiology will be mentioned and what every vital organ of the animal in question is at risk of, as well as the ways in which it can be combated and prevented, with the ultimate goal of preventing and protecting humans from the dangers that lurk from transmitted diseases and illnesses and at the same time the correct treatment and knowledge of the biological function of animals. Finally, the diplomatic work in question will delve deeper into the implementation of the specific law, making a historical review of previous decades, starting from the enactment of Law 1197/1981, up to its most recent amendment with Law 4830/21 "ARGOS Program and other provisions", due to the compliance of the Greek legislation with the European provisions. In addition, the above legislation will be analyzed in the light of the legislative on the one hand, and the executive power on the other, through the development of police actions and awareness that our country has received, through the analysis of court cases, the challenges received by the EL.AS body. during its exercise, as well as the need for delicacy when handling similar cases. In addition, the cooperation of the House with animal welfare actions will be developed, as well as their interconnected relationship, which is a cornerstone for the protection of the legal good of animal welfare.
